Regarding permission to deposit this in Spectrum, I had the following email exchange with the publisher regarding the rights. Please let me know if you would like me to ask him for a more formal letter of permission:

Hi Shannon,

it's your offprint, so if you want to deposit it in the repository  
that is fine. If you need a formal letter of consent from the  
publisher (me), I can do it next week when I return to the office (I'm  
off to Miami this week for a well-timed conference). Let me know.
