Abstract

The planning process of transportation projects may follow two approaches: mobility or accessibility. The first one aims to solve the mobility needs caused by the current land use pattern, while the second one focuses on the opportunities that the transportation system may provide. A bus network redesign was proposed for the city of San José, Costa Rica, but the project was planned with a mobility and efficiency approach, instead of the accessibility one.
The goal of this Thesis is to determine the accessibility level that the bus network redesign will bring to the population of the city of San José. This research utilized employment, healthcare, recreation and universities statistics (opportunities), the streets network, current and future (planned) transit data, and the region’s census data spatially distributed. Opensource package R5R was used in RStudio to compute cumulative opportunities to the different opportunities in San José.
It was found that with the implementation of the network redesign as it has been designed it will bring a reduction of 5% in the accessibility measures on average (for employment), nevertheless by making some changes in the frequencies of the routes to keep the fleet size in the same number, it is possible to achieve an increase of 1.3%. The other opportunities (universities, recreation and healthcare facilities also had positive outcomes).
This research is of importance for the different local government entities in Costa Rica and the Ministry of Public Works and Transportation, so they can know the accessibility impact of the project, and whether it is worth implementing it or not.
